- As Indústrias Criativas em Portugal:A Incubação de Empresas CriativasPublication . Gaspar, Fernando; Pinho, Luís Fé deNo mundo contemporâneo emerge um novo paradigma de desenvolvimento que liga a economia e a cultura, abarcando os aspetos económicos, culturais, tecnológicos e sociais do desenvolvimento tanto a nível macro como a nível micro. No centro deste novo paradigma está o fato da criatividade, do conhecimento e do acesso à informação serem, cada vez mais, reconhecidos como motores que promovem o desenvolvimento e o crescimento económico num mundo globalizado (UNCTAD, 2008). Neste contexto, as regiões com futuro são aquelas que souberem enfrentar este enorme desafio, as que conseguirem apurar as suas capacidades, oferecendo produtos distintivos e serviços criativos ao mercado mundial, reposicionando-se na cadeia de produção mundial, atraindo e retendo talento e capital para um desenvolvimento económico sustentável. A emergência das Indústrias Criativas, que se alicerçam na propriedade intelectual e criatividade para gerar riqueza e emprego, é um dos mais representativos fenómenos da mudança da estrutura económica das regiões e dos países. Este estudo refere duas diferentes abordagens à incubação de negócios criativos em Portugal e foca num tipo específico de incubadora: a incubadora sem fins lucrativos nas indústrias criativas. O tipo e foco de uma incubadora depende fortemente da região onde esta está instalada. Este artigo apresenta os resultados de um estudo comparativo entre duas incubadoras: ABC-Óbidos e INSerralves. A ABC-Óbidos é uma incubadora sem fins lucrativos desenvolvida dentro da estrutura de um parque tecnológico, do qual é um elemento importante, integrada na estratégia de desenvolvimento da cidade/região de Óbidos. “Óbidos Criativo”, foca na criação de um “Cluster Criativo” numa Área de Baixa Densidade Populacional. INSerralves é uma incubadora sem fins lucrativos desenvolvida no seio da estrutura da Fundação de Serralves, localizada numa Zona Urbana de Alta Densidade Populacional, na cidade do Porto.
- Environmental determinants of firm creation across Portuguese regionsPublication . Gaspar, Fernando; Pinho, Luís Fé deThis work begins with a study of the bibliography published on the importance of entrepreneurship in the economies of the century XXI, when four areas of relevance deducted. Entrepreneurship assumes in the development of the current savings an importance added by four motives: contribute to the creation of job, contribute to innovation, increase the creation of wealth and contribute to the development of the economy and of the society and, finally, it constitutes a more and more important career option for a good part of the workforce. In the second part of the work, an analysis of the situation of entrepreneurship in Portugal is presented, using the available data from GEM (Global Entrepreneurship Monitor) and a short description of firm creation throughout the NUT III Portuguese regions in the second half of last decade is presented, using data of the fiscal authorities. To try to determine the factors that explain the differences found between these regions, a simple analysis of regression is developed, following similar studies published for other countries. From the obtained results, political recommendations can be developed for the local entities to stimulate and develop the creation of new firms. In view of the low levels of entrepreneurial activity registered in the country, conclusions are proposed. These conclusions show that this is a highly asymmetrical country, with a high concentration in the regions of the coast, and a growing desertification of the interior and the islands (the Madeira and Azores). The results also show that the demand derived factors assume an enormous weight in the explanation of the differences between the districts, which must inspire eventual actions of the local entities. New policies are needed to further entrepreneurial activity in the interior regions and the islands. Lessons for political and economical decisions are drawn. Prior work The research for this thesis revealed a large literature that is important for the first part of this communication. This research showed a lot about the variability of new firm creation across Portuguese NUT3 regions. This knowledge was very important to the current work. Implications The interior of the country and both sets of islands show a very low level of entrepreneurial activity, even lower than the already low levels registered in the seaside regions. This difference seems to be explained by the absence of exporting activities and of a strong internal market. This should guide the policies adopted by local authorities, if they are to develop entrepreneurship. Value This work shows good reason for Portuguese authorities to worry about the levels of entrepreneurial activity in the country, because entrepreneurship is so important and those levels are so low in Portugal. It reveals that demand side factors could help develop entrepreneurial activity in the country. It shows that the interior regions and the islands have increased reasons to worry about the lack of entrepreneurial activity and should pay special attention to these demand side factors.
