Os contextos de intervenção social são hoje em dia cada vez mais exigentes, tornando evidente
que as Organizações Não Governamentais (ONG) do Terceiro Sector, como a Cruz Vermelha
Portuguesa (CVP), têm de acompanhar as complexas transformações sociais das sociedades,
de forma a garantir a qualidade dos serviços e respostas sociais que prestam.
A investigação subjacente a este relatório partiu da necessidade da Sede Nacional da Cruz
Vermelha Portuguesa, local onde o estágio curricular foi desenvolvido, repensar e reorganizar
a operacionalização do atendimento social dentro das suas estruturas. Neste sentido, através da
investigação desenvolvida, pretendeu-se realizar um diagnóstico institucional que permitisse a
identificação das principais forças e fragilidades da instituição ao nível dos processos
organizacionais no âmbito do atendimento social.
Enquanto estágio assente na metodologia investigação-ação, objetivou contribuir para uma
reflexão sustentada sobre as equipas técnicas, procedimentos e ferramentas das ONG,
procedendo-se à recolha de informação através de questionário aplicados às várias estruturas
de intervenção local da CVP. Esta investigação contribuiu para uma maior compreensão das
dinâmicas inerentes ao processo de intervenção social desenvolvido por uma ONG e para traçar
algumas recomendações que consideramos importantes para otimizar as respostas sociais
disponibilizadas à sociedade civil.
A análise de resultados evidencia que a intervenção desenvolvida pelas estruturas locais da
CVP ainda não atingiu o auge das suas potencialidades, reforçando a ideia de que é necessário
empreender um processo interno de melhoria dos serviços de atendimento, através da
promoção de práticas estratégicas que fomentem a exploração de sinergias e a construção de
objetivos comuns.
The contexts of social intervention are nowadays increasingly demanding, making it evident that Non-Governmental Organisations (NGOs) in the Third Sector, such as the Portuguese Red Cross (CVP), have to accompany the complex social transformations of societies, to ensure the quality of the services and social responses they provide. The research underlying this report came up with the need for the National Headquarters of the Portuguese Red Cross, where the curricular internship was developed, to rethink and reorganize the operationalisation of social assistance within its structures. In this sense, the research developed was intended to carry out an institutional diagnosis that would allow the identification of the main strengths and weaknesses of the institution in terms of organisational processes in the context of social care. As an internship based on the research-action methodology, it aimed to contribute to a sustained reflection on the technical teams, procedures and tools of the NGOs, collecting information through a questionnaire applied to the various local intervention structures of the CVP. This investigation contributed to a greater understanding of the dynamics inherent in the social intervention process developed by an NGO and to outline some recommendations that we consider important to optimize the social responses made available to civil society. The analysis of the results shows that the intervention developed by the local structures of the CVP has not yet reached the peak of its potential, reinforcing the idea that it is necessary to undertake an internal process to improve care services, through the promotion of strategic practices that encourage exploring synergies and building common goals.
