Abstract(s)
O objetivo principal deste trabalho é avaliar a importância da formação dos gestores na utilização do orçamento público, visando a melhoria da execução dos recursos orçamentários, no Instituto Federal de Brasília – IFB, Distrito Federal. Para o alcance desse objetivo, propõe-se como objetivos específicos: traçar o perfil dos gestores do IFB, quanto à sua formação e experiência profissional e em cargos de gestão; avaliar a prática e conhecimento dos gestores sobre orçamento público; identificar possíveis dificuldades dos gestores para execução orçamentária, tendo em vista a melhoria da qualidade ao atender a atividade-fim da instituição. A metodologia utilizada nesta pesquisa foi um estudo de caso, com abordagem qualitativa. Os instrumentos utilizados para a coleta de dados foram: entrevistas estruturadas e aplicação de questionários, o que possibilitou conhecer a percepção dos dirigentes, a partir das análises e confronto das experiências, permitindo a formatação de uma proposta de projeto de intervenção que tem como finalidade implementar cursos de capacitação, treinamento e formação para gestores. Os resultados da pesquisa demonstram que há variedade de formações acadêmicas na gestão, pouca experiência na área de gestão e orçamento público, um perfil predominantemente democrático e uma necessidade de capacitação para gestores e futuros gestores visando melhorar utilização dos recursos orçamentários.
The main objective of this work is to evaluate the importance of the training of managers in the use of the public budget, aiming at improving the execution of budgetary resources, at the Federal Institute of Brasília - IFB, Federal District. In order to achieve this objective, the following specific objectives are set: to outline the profile of IFB managers, their training and professional experience and management positions; evaluate managers' practice and knowledge of public budget; identify possible difficulties of managers for budget execution, with a view to improving quality when attending the institution's final activity. The methodology used in this research was a case study with a qualitative approach. The instruments used to collect data were: structured interviews and questionnaires, which enabled the perception of the managers, based on the analysis and comparison of the experiences, which allowed the formatting of a proposal for an intervention project that training, and training courses for managers. The research results show that there is a variety of academic training wich bit experience into management in the area of public management and budget a predominantly democratic profile and a necessity to training managers and future managers to improve the use of budgetary resources.
