O Papel da Fundação Fé e Cooperação- FEC no desenvolvimento da educação na Guiné-Bissau: um estudo de caso

dc.description.abstractO presente trabalho foi realizado no quadro do Mestrado em Educação Social e Intervenção Comunitária, da Escola Superior de Educação do Instituto Politécnico de Santarém – Portugal. Tendo como tema “O Papel da Fundação Fé e Cooperação – FEC no desenvolvimento da educação na Guiné-Bissau: um estudo de caso”, faz uma abordagem ao papel desta Organização não Governamental no desenvolvimento da educação na Guiné-Bissau. Temos como objetivos, conhecer a perspetiva desta ONG em relação aos principais problemas do setor educativo na Guiné-Bissau, identificar as suas formas de intervenção na área educativa, os principais constrangimentos e oportunidades que percebe no setor, quais as condições de trabalho dos formadores da FEC e os seus principais fatores motivacionais no desempenho das suas funções. Do ponto de vista metodológico e técnico, seguimos uma abordagem qualitativa com o desenvolvimento de análise documental e a realização de entrevistas a informadores privilegiados. Foi possível compreender a existência de múltiplas fragilidades no setor da educação na Guiné-Bissau, desde fortes assimetrias na distribuição da rede escolar, profundas desigualdades geográficas e de género, necessidades de capacitação dos professores e demais agentes educativos, carreiras profissionais pouco motivadoras, baixas taxas de conclusão e, embora com progressos, uma educação que ainda não atingiu nem os patamares de qualidade almejados, nem a universalidade prevista na Constituição do país. Concluímos que todas estas fragilidades são, no entanto, encaradas como espaços de oportunidade de melhoria com a finalidade de atingir uma educação para todos; sendo neste sentido que a FEC tem vindo a desenvolver a sua ação, em particular no setor da educação, mas transversalmente em diferentes domínios como a cultura, a produção de materiais pedagógicos, a proteção das crianças, a capacitação e empoderamento das populações, a cidadania e manutenção da paz, concebendo, implementando e avaliando um conjunto diversificado de projetos de intervenção socioeducativa em conjunto com o Governo local e diferentes parceiros de cooperação no âmbito da ajuda externa ao desenvolvimento.pt_PT
dc.description.abstractThis work was carried out as part of the Master's programme in Social Education and Community Intervention at the School of Education of the Polytechnic Institute of Santarém - Portugal. With the theme "The role of the Faith and Cooperation Foundation - FEC in the development of education in Guinea-Bissau: a case study", it looks at the role of this Non Governmental Organization in the development of education in Guinea-Bissau. Our objectives are to find out this NGO's perspective on the main problems facing the education sector in Guinea-Bissau, to identify its forms of intervention in the education area, the main constraints, and opportunities it perceives in the sector, the working conditions of FEC trainers and their main motivational factors in carrying out their duties. From a methodological and technical point of view, we followed a qualitative approach by analyzing documents and interviewing key informants. It was possible to understand the existence of multiple weaknesses in the education sector in Guinea-Bissau, ranging from strong asymmetries in the distribution of the school network, deep geographical and gender inequalities, training needs for teachers and other educational agents, unmotivated professional careers, low completion rates and, although progress has been made, education that has not yet reached the desired quality levels or the universality provided for in the country's Constitution. We conclude that all these weaknesses are nevertheless seen as opportunities for improvement with the aim of achieving education for all; It is in this sense that the FEC has been developing its action, particularly in the education sector, but transversally in different areas such as culture, the production of teaching materials, child protection, the empowerment of populations, citizenship and peacekeeping, designing, implementing and evaluating a diverse set of socio-educational intervention projects in conjunction with the local government and different cooperation partners in the context of external development aid.pt_PT
