A medida do rendimento social de inserção na ótica de um conjunto de indivíduos beneficiários

Abstract

O Rendimento Social de Inserção é uma medida da política social ativa com vista ao combate à pobreza e à exclusão social. O presente estudo pretende ser um contributo para apelar à reflexão sobre a aplicação e os resultados da mesma. O facto de ser a Técnica Responsável por um Centro Comunitário permitiu-me um contacto de proximidade com os indivíduos e famílias que beneficiam desta medida sendo que esta envolvência direta tornou-me particularmente sensível e interessada na compreensão de todas as dificuldades e carências que afetam o seu quotidiano. A relação de confiança estabelecida foi o ponto inicial para este estudo com o qual se pretende verificar qual a implicação que os beneficiários do RSI têm na implementação da própria medida. As metodologias de investigação adotadas centraram-se numa abordagem qualitativa, com recurso à aplicação de um inquérito por entrevista a cada um dos sete beneficiários, conversas informais, análise documental e observação direta. Através da realização da presente investigação pudemos aferir que a amostra do estudo se sente desprotegida no que respeita ao trabalho técnico de acompanhamento desenvolvido bem como, existe ausência de negociação nos Contratos de Inserção.

Social Integration Income is a measure of active social policy aimed at combating poverty and social exclusion. The present study intends to be a contribution to appeal to the reflection on the application and the results of the same one. The fact that I am the Technical Responsible for a Community Center has enabled me to be in close contact with the individuals and families who benefit from this measure, and this direct involvement has made me particularly sensitive and interested in understanding all the difficulties and needs that affect your everyday life. The established trust was the starting point for this study, which seeks to verify the implication that RSI beneficiaries have in implementing the measure itself. The research methodologies adopted focused on a qualitative approach, with the application of an interview survey to each of the seven beneficiaries, informal conversations, documentary analysis and direct observation (field diary). Through the present investigation we could verify that the sample of the study feels unprotected with regard to the technical work of monitoring developed as well, there is no negotiation in the Insertion Contracts.
